Public Hire Fleet Insurance

one policy for a fleet of hackney carriages, worked in shifts by licensed drivers

Public hire fleet insurance is a single UK motor policy for an operator running two or more hackney carriages. It covers hire and reward use, passengers and third parties on every cab, with one schedule, one renewal date and driving terms that suit shift working.

  • Hackney carriages and black cabs
  • Shift-worked plates
  • One schedule, one renewal
  • FCA authorised and regulated

Quick answerPublic hire fleet insurance is one motor policy covering several hackney carriages, the taxis that can be hailed in the street and wait on ranks, run by the same operator or plate owner. It gives hire and reward cover on each vehicle, passenger liability, and fire, theft and damage on the levels chosen. Because cabs are often worked in shifts by more than one driver, the driving terms and the fleet’s own claims record matter as much as the vehicles. Tell us what you run, and specialist UK brokers can come back with quotes.

The basics

What Is Public Hire Fleet Insurance?

Hire and reward motor cover for several hackney carriages on one policy. The operator or plate owner holds it, and each licensed driver is covered under the driving terms it sets.

Every cab on one schedule

Add and remove vehicles as plates change.

Shift drivers covered

Named, any badged driver or a mix.

Hire and reward use

Ranks, hails and bookings.

Passenger liability

Injury to the people you carry.

A fleet claims record

Built up across the vehicles.

One renewal

One date to compare and manage.

How it works

How Is a Hackney Fleet Put on One Policy?

The vehicles go on one schedule, the driving terms are agreed for the shifts you run, and the fleet is priced on its vehicles, drivers and claims history.

  1. You list the cabs

Make, model, registration and plate for each.

  2. You set the driving terms

Named drivers, any badged driver, or both.

  3. You give the fleet history

Claims and years insured as a fleet.

  4. Brokers price the schedule

One premium, one renewal, cabs added mid-term.

What it covers

What Does Public Hire Fleet Insurance Cover?

Each cab gets the cover level you choose, from third party to comprehensive, always with hire and reward use and passenger liability. Downtime and liability cover can be added.

Exclusions

Which Losses Fall Outside a Hackney Fleet Policy?

Drivers outside the terms, unlicensed use and lapsed plates are the usual gaps, alongside the standard motor exclusions.

Drivers outside the terms

Too young, unbadged or unnamed.

Lapsed plates or badges

A licence that has expired.

Work outside the licence

Plying for hire where not licensed.

Keys left in the cab

Theft without forced entry.

Wear and tear

Mechanical failure and age.

Undeclared modifications

Changes the insurer was not told about.

Vehicles on the schedule

What Kinds of Cab Can Sit on the Schedule?

Purpose-built black cabs, saloon hackneys, wheelchair-accessible vehicles and electric cabs can all sit on one policy. Some insurers also take private hire cars alongside.

Purpose-built black cabs

The classic London-style taxi.

Saloon hackneys

Plated saloons and estates outside London.

Wheelchair-accessible cabs

Ramps and adapted interiors.

Electric cabs

Zero-emission models, often higher value.

People-carrier hackneys

Higher seat counts.

Mixed licences

Hackney and private hire together.

Who it suits

Who Can Take Out Public Hire Fleet Cover?

Anyone running two or more licensed hackney carriages, from a family with a couple of plates to a larger operator. The thresholds vary by insurer, and a new fleet can still be quoted.

Plate owners

Several plates worked by other drivers.

Taxi operators

Cabs alongside a booking office.

Family fleets

A few cabs shared between relatives.

Growing fleets

Moving from single policies to one.

Council-contract fleets

School and hospital work.

New fleets

No fleet history yet.

Public or private hire

Public Hire Fleet or Private Hire Fleet: Where Is the Line?

The licence. Hackney carriages can be hailed and use ranks; private hire vehicles must be pre-booked. That difference changes the work, the hours and how an insurer reads the fleet.

Cost

What Drives the Price of Insuring Several Cabs?

There is no typical price. The number and value of cabs, the drivers, how many shifts each plate runs, where the cabs are kept and the fleet’s claims history decide it. We do not print average premiums.

Why shift working matters

A cab on the road day and night with two or three drivers covers more miles and more late hours than one driven by its owner.

Why the fleet record carries weight

Once a fleet has a few years of its own history, insurers lean on that more than on any one driver.

What the quote is rated on

  • The driversAges, badges and recordsRate
  • UtilisationShifts and night workRate
  • Where they sleepOvernight postcode and securityRate
  • Fleet historyClaims across the fleetAdjust
Dash cams and telematics can change both price and terms

Driver terms

Named drivers usually cost less than any driver.

Telematics

Evidence of how each cab is driven.

The excess

A higher one lowers the premium, at a cost per claim.

The fleet record

How Does a Fleet Build Its Own Claims Record?

A fleet earns its own claims experience rather than each driver carrying a bonus. Four things shape how that record helps you.

  1. It belongs to the fleet

The history sits with the policyholder, not each driver.

  2. It takes time to build

A new fleet is rated on drivers and vehicles first.

  3. Every claim counts

Small claims across several cabs add up at renewal.

  4. Keep the proof

Claims experience letters help when you move insurer.

Quote checklist

What Do Brokers Need to Quote a Cab Fleet?

Six things shape the quote: the cabs, the plates, the drivers, how the shifts work, where the cabs are kept and the claims history.

The cabs

Make, model, registration and value.

The plates

Licensing council and expiry dates.

The drivers

Ages, badges and any convictions.

The shifts

How many drivers share each cab.

Overnight storage

Where the cabs are kept.

Claims history

Fleet and individual experience.

Comparing

Where Do Two Public Hire Fleet Quotes Usually Part Company?

On the driving terms, the excess and what happens while a cab is off the road. Those decide whether a cheaper quote stays cheaper after a claim.

Driving terms

  • Named or any driver
  • Minimum age and badge years
  • Conviction rules

The excess

  • Per-claim excess
  • Young driver excess
  • Windscreen excess

Downtime

  • Replacement vehicle
  • How quickly repairs start
  • Hire limits

Fleet terms

  • Adding cabs mid-term
  • Claims experience letters
  • Payment options

Add up the excess across a year. Several small claims on a fleet can cost more in excess than one large one. See our excess guide.

Cutting costs

Which Habits Keep a Cab Fleet Premium in Check?

Driver choice, security, evidence and a clean fleet record are the levers. We publish no savings figures.

Choose drivers carefully

Experience and clean records help.

Fit dash cams

Evidence settles disputed claims.

Secure overnight parking

Off-street where possible.

Protect the fleet record

Small claims add up.

Choose the excess deliberately

Only at a level the business could pay.

Keep plates in date

Lapsed licences can void cover.

FAQs

Public Hire Fleet Insurance FAQs

Answers on cover, cost, eligibility, shift drivers, mixed fleets and the fleet claims record.

What is public hire fleet insurance?

A single motor policy covering two or more hackney carriages run by the same operator or plate owner. It gives hire and reward cover, passenger liability and the cover level you choose on each cab.

Who can get public hire fleet insurance?

Anyone running two or more licensed hackney carriages, from a family with a couple of plates to a larger operator. Each insurer sets its own minimum, and a new fleet can still be quoted.

What does public hire fleet insurance cover?

Third-party injury and damage, passenger liability and, at higher levels, fire, theft and damage to your own cabs. Replacement vehicles, public liability and breakdown can be added.

How much does public hire fleet insurance cost?

There is no typical price. The number and value of cabs, the drivers, how many shifts each plate runs, where the cabs are kept and the claims history all play a part. We do not print average premiums.

How many cabs make a fleet?

It depends on the insurer. Some start a fleet policy at two vehicles, others at three or more. Below that, single policies for each cab are usually the route.

What is the difference between public hire and private hire?

A public hire vehicle, or hackney carriage, can be hailed in the street and use ranks. A private hire vehicle must be pre-booked through a licensed operator. See our private hire insurance page.

Can one policy cover hackney and private hire vehicles together?

Often, yes. Some insurers write mixed taxi fleets on one schedule, as long as each vehicle’s licence is declared. See our mixed fleet insurance page.

Can several drivers work the same cab?

Yes. Fleet policies are built for shift working, either with named drivers or any driver who meets the age, badge and record terms. Every driver must hold the right badge.

Do all drivers need a taxi badge?

Yes. Anyone driving a hackney carriage for hire needs a driver licence from the council, and an insurer will only cover drivers who hold one and meet its terms.

Can drivers with convictions be covered?

Sometimes. Each conviction is declared and the insurer decides, often with an extra excess or by naming the driver individually. Serious convictions can rule a driver out.

Is a fleet no claims bonus different from a personal one?

Yes. A fleet builds its own claims experience as a whole rather than each driver carrying a bonus. See our fleet no claims bonus guide.

Can I add a cab partway through the year?

Usually, yes. A new vehicle is added to the schedule from the date you tell the insurer, with an adjusted premium for the rest of the term. Tell them before the cab goes to work.

Is public liability included?

Not always. Passenger liability is part of the motor cover, but injury away from the vehicle, such as at a rank, is a separate public liability section. See our public liability insurance page.

What happens if a cab is off the road after a claim?

Without replacement vehicle cover, the plate stops earning. Many operators add it so a hire vehicle keeps the work going while repairs are done. Check the hire limits.

Do I need employers’ liability?

If you employ drivers or office staff, usually yes. If drivers are genuinely self-employed and rent the cab, the position differs, so confirm which arrangement you have. See our employers’ liability insurance page.

Can electric cabs go on the policy?

Yes. Electric black cabs and plated electric saloons are insured like any other cab, though repair costs and vehicle values can be higher, which the premium reflects.

Does telematics help a hackney fleet?

Often. It shows how each cab is driven across shifts, which supports claims and can help at renewal. Some insurers offer better terms for fleets that use it.

How is this different from business fleet insurance?

Business fleet insurance covers vehicles a company uses for its own work. A public hire fleet carries fare-paying passengers, so it needs hire and reward cover. See our business fleet insurance page.

What if I run a small business with just a few cabs?

A few cabs can still go on a fleet policy, or on a mini fleet arrangement with some insurers. See our small business fleet insurance and mini fleet insurance pages.

How do I compare public hire fleet quotes?

Look past the price to the driving terms, the excess on each claim, replacement vehicle cover, how mid-term changes are charged and whether claims experience letters are provided.
