What coach fleet insurance does not cover
Coach fleet policies pay claims when the operation matches the disclosure on the schedule. Step outside that disclosure and the insurer can challenge or decline cover at the worst possible moment. The four exclusions below catch PSV operators more often than any others.
Drivers without category D or valid CPC
Cover does not respond where a coach is driven without the correct category D entitlement or a valid Driver CPC. A driver whose CPC has lapsed, an expired category D licence, or a car-licence driver put behind a large PSV all leave the policy exposed at claim.
Operating outside the operator's licence
Cover is rated for the licensed work declared. Cover can be challenged where:
- Vehicles run for hire and reward without a full PSV operator's licence in force
- Coaches operate from a centre not listed on the operator's licence
- Touring or continental runs take place without EU cover declared on file
- Drivers work beyond drivers' hours or with tachograph records not kept

Driver disclosure failures

Set passenger and public liability and continental cover
- Passenger and public liability limits set correctly for the seating you carry. Service, tour and school work all price differently, so match the limit to the fleet and the passengers on board
- Continental cover where you tour abroad alongside breakdown with onward passenger transport and, on high-value coaches, agreed value. A reduced limit or third party only is not a genuine saving

What is coach fleet insurance?
Coach fleet insurance is a single policy covering all the coaches a PSV operator runs, from touring coaches to school and private hire coaches. One renewal date and schedule replace separate policies, bringing motor cover, passenger liability and public liability together under a single agreement for the whole fleet.
What size vehicle counts as a coach, not a minibus?
Seat count draws the line. A vehicle with 17 or more passenger seats counts as a coach, while a minibus carries 9 to 16 seats. The larger seating totals move you into full PSV territory, needing category D drivers and a different class of operator’s licence.
What licence do our drivers need?
Drivers of your coaches need a full category D licence together with a current Driver CPC. Smaller vehicles up to 16 seats fall under category D1. Both licences must be valid, in date and matched to the vehicle each person drives, and CPC hours kept up throughout.
Do we need a PSV operator's licence?
Yes. Carrying passengers for hire and reward requires a full PSV operator’s licence, the O-licence, granted by the Traffic Commissioner. You apply for the type that fits your work: Restricted for limited local work, Standard National for wider domestic operations, or Standard International once routes cross into Europe.
What is passenger liability and why is it central?
Passenger liability meets claims for injury or death to the people your coaches carry. It sits at the heart of the cover because a single full coach may hold more than 50 passengers, so one incident can produce many claims at once. Adequate limits here matter more than on any car fleet.
Can we insure a mix of coaches on one policy?

Do we need employers' liability for our drivers?
Yes. Where you employ drivers or depot staff, the Employers’ Liability (Compulsory Insurance) Act 1969 requires cover of at least £5 million.
